One of the most common problems with attachments in Outlook is that it might block file types that it thinks are unsafe. Or, the file size might be too big. You can work your way around this by zipping the file and then attaching it. Here’s how.
- Head to where the file you want to attach is located
- Right-click on the file and choose to Send to compressed (zipped) folder

I can’t insert Pictures into my email and switching individual emails into HTML or Rich Text formats

I don't know your background so I'll start with the basics. Please forgive me if this seems patronizing.Attachment is 30Mb, I'm guessing that should be MB as megabyte as files are normally notatedinstead of megabit as indicated. Internet speeds are listed in bits. There are 8 bits in a byte so you can count on internet speeds being at least 8 times slower than you might initially think.
You mention download speed is >= 90Mbps However, when sending an email you would be using the upload instead of the download. What speed do you have for the upload? If you have a 5Mbps upload speed it would be reasonable for it to take a few minutes to upload such a large attachment.
First step in troubleshooting here would be to run a speed test from the computer having the issue. Then another speed test from a computer not having the issue. Any significant difference in speeds could indicate an issue with that particular system or network connection. If both are about the same but low, you may have a larger issues to deal with. If both are about the same and as expected, then networking might not be the issue.
I would also like to point out that a lot (if not most) email servers have a size limit of 10-20MB on messages. It's possible (likely?) the email might be rejected by the recipient's server anyway.
